It was officially created in 2016 under the umbrella of the Ministry of Foreign Affairs and International Cooperation (MFAIC). The institute is a key component of a broader restructuring effort by the Royal Government of Cambodia, formalized through a Sub-Decree on December 26, 2016, which established both the Ministry and the Institute. NIDIR’s specific structure and mission were further defined by Sub-Decree No 105 ANK on June 29, 2017, marking a significant milestone in the country's foreign policy history.
